free, awesome, helpful. a million times better than vistas piece of junk recorder.. xP you can change the speed, pitch, basically anything. you can add effects and echos and filters.. all kinds of stuff. if you make sounds, give this a try!!

Audacity is probably the best *free* program for sound editing as far as vocals go.
