Why is it only on some PC's?

Mostly older ones.

It plays fine on my PC at home, but at work I get alot of these glitches (because of lag and other things). It's because at home my PC is great but at work there really not good.

Not to say DD doesn't have a good PC, it's just that maybe he doesn't meet all the specified requirements. Or maybe he is playing on a Vista which is buggy with GM games.
